You do a Master's or a PhD at a Czech public university, with a government scholarship that covers the normal length of studies. If you study in Czech, a year of language course is included in the scholarship.

Gabon, Mauritania, Ethiopia, Zambia, Bangladesh, Cambodia, Palestine, Bosnia and Herzegovina, Georgia, Ukraine, Belarus (democratic forces), Guatemala, Honduras. Check the exact list of countries on the official page.

Be a citizen of one of the countries on the list of the year
Not be a Czech or European Union citizen, or a permanent resident of the Czech Republic
Hold a Bachelor's degree to apply for a Master's, and a Master's degree to apply for a PhD
Take an English test for programmes taught in English
One application per person
You must sign a declaration that you will return to your home country after your studies.

Check that your country is on the list of the year
Fill in the online file on studyin.gov.cz with a motivation letter
Take the required tests
Read the rules document of the call. The allowance amount is not written on the main page
